Sindh to set up human rights commission

Karachi: Sindh government has planned to establish the provincial Human Rights Commission to deal with the human rights violation cases.

Minister for Law Ayaz Soomro introduced a bill “The Sindh Protection of Human Rights-2011” before the Sindh Assembly on Wednesday to provide a mechanism to check and control violation of human rights.

The MPAs were told that the bill was aimed at establishing “Sindh Human Rights Commission” to be led by a judge of the Sindh High Court and comprising two sessions judges, a representative of minorities, a government secretary and others. It would deal with the complaints regarding the violation of human rights and committing negligence in the prevention of such violations by the public servants.

The commission would recommend the government to take remedial measures including action against the persons involved in human rights violations, besides it would formulate, implement and regularly update policies with a view to protect human rights.

The commission members would also conduct jail visits to asses the living conditions of the inmates and make recommendations to improve the same. It would also review the safeguards provided in the law and Constitution and recommend measures for their effective implementation, besides studying treatise and other international instruments on human rights and making recommendations for their effective implementation.

It would undertake and promote research in the field of human rights as well as spreading human rights literacy among various sections of society.

The commission’s functions and powers also include promoting awareness of the safeguards available for the protection of human rights through print and electronic media, encouraging the efforts of NGOs and institutions in the field of human rights, etc. The commission shall hold at least one meeting in each quarter of a year.
