Massive development thanks to LG system, says Ibad

KARACHI, March 18: Sindh Governor Dr Ishratul Ibad has termed the local government system ‘the best one’, predicting that it would bring about a silent revolution in the country and lead to empowerment of the masses in the governance.

For the first time in the history of Pakistan, men and women from grass-roots level were reaching power corridors and elected houses in large numbers, he pointed out.

The governor was talking to a delegation of retired civil servants who called on him at the Governor’s House here on Sunday. Members of the delegation included Kanwar Idrees, Salim Abbas Jilani, Ahmad Maqsood Hameedi, Abu Shamim Arif, Yusuf Jamal, A. R. Usmani, Ahmad Saeed Siddiqui, and Syed Sardar Ahmad (Senior Minister for Finance, Sindh).

Recounting the merits of the devolution process, the governor said development work on a massive scale was going on in every nook and corner of the country because of the LG system which envisaged release of funds to union councils for development at grass-roots level. This, he said, helped change the feudal mindset.

Dr Ibad was of the view that most policies pursued in the past had failed because of the lack of commitment on the part of elected representatives and bureaucrats, besides the presence of vested interests in politics.

He noted that the policies of the present government had succeeded in restoring confidence of Pakistani citizens and foreign, investors and financial institutions.
