ISLAMABAD: The holders of Computerized National Identity Cards (CNICs) would be able to use their CNICs as debit card for nationwide transaction of money in the near future.

The Chairman of the National Database and Registration Authority (Nadra), Brigadier (retd) Saleem Ahmed Moin, told a group of newsmen that the scheme was at the planning stage, which would be beneficial particularly for the low and middle income groups for the purpose of shopping and transaction of money. “We have approached the State Bank of Pakistan for permission for the use of CNIC as debit card,” he said.

The machines for the purpose of shopping would also be installed at the Utility Stores, which are mostly visited by salaried class and people belonging to low and middle-income groups.

The Nadra chairman said the authority had also emerged as the lowest bidder to take up the project from the Electronic Government Directorate for making office work paperless in all the federal ministries and offices within the next one month.

“We at Nadra have achieved paperless working through computer networking and there is no more file work on papers here,” Moin said.

He said the Nadra, at its National Database Centre, had registered the record of 91 million citizens, saying this database was used by hundreds of organizations through online verification system.

He said they had been maintaining high standards of availability of database system and there were chances of collapse of this system. “We spend around 10 million dollars after every three years to upgrade this database system,” he said.

He said Nadra had registered another achievement and developed e-Toll System for the motorways of Pakistan to bring enormous convenience, ease of movement and foolproof accounting to all, especially to frequent motorway users and companies operating fleets of vehicles.

He said Nadra initiated the project keeping in view the enormous increase of traffic on motorways and the rush at toll plazas experienced both at the time of entry and exit.

The e-Toll System would be available at exits of motorways between Peshawar-Islamabad, Lahore-Rawalpindi and Lahore-Faisalabad.

The system basically consists of a re-usable electronic chip, which is attached to the windscreens of vehicles with a prepaid toll amount issued through e-Tag Issuance Booths, placed just before entry to the motorways. Later, such booths will be available at different convenient locations and pre-pay facility for e-Tags will subsequently be through cheques, credit cards and kiosks.

As vehicles with chip on windscreen drive through the entry toll lane, a reader will capture details of the vehicle from the e-Tag. At the time of exit from the motorway, the vehicle will again drive through the designated toll lane during which a reader will read the vehicle’s identity and the system will automatically deduct the applicable toll from the pre-paid amount.

Along with facilitating motorists, the e-Toll system would also enable the National Highway Authority to evade loss of revenue.
