Non-payment of fee: PTA cancels three companies’ licenses

SLAMABAD (October 03 2007): Pakistan Telecommunication Authority (PTA) has terminated license of three companies on non-payment of license fee and winding up their services without prior approval of the authority.

The authority said that the action taken by these companies resulted in inconvenience to the customers whose outstanding for provision of services were also not cleared by them.

The authority received a large numbers of complaints from the customers not receiving services by these companies. Subsequently, the PTA terminated their licenses after serving them show cause notices, which were not responded.

POL Private Limited, Mega Tech Private Limited and Computeronics International Private Limited are no longer the licensees of the PTA. Computeronics International Limited was issued license to establish, maintain, and operate commercial electronic information services in Pakistan but the company discontinued its commercial operations in Burewala region without prior approval of the authority and clearance of liabilities towards the customers.

Zonal Director (Enforcement) Lahore also received complaints against the licensee regarding non-availability of internet services for the prepaid internet cards in stock at District Vehari and Bahawalnagar.

According to the rules, it was obligatory upon licensee not to wind-up its services without prior approval of the Authority and settlement of all claims.

POL Private Limited another licensee discontinued its commercial operations in Lahore, Gujranwala, Sahiwal, Mianwali, Multan, Gujrat, Bahawalpur and Sialkot without prior approval of the Authority. Moreover, the licensee neither submitted its annual audited accounts for the years 1999 to 2006 nor deposited the annual license fee.

Mega Tech Private Limited which was awarded a non-exclusive license by the PTA to establish, maintain and operate commercial Electronic Mail Service in Pakistan was required to comply with the provisions of the prevailing regulatory laws. But the licensee violated the aforesaid provisions by discontinuing its services without approval of the Authority.

The PTA before passing enforcement orders served show cause notices to the companies and warned them that their licenses would be terminated if they did not comply with the rules and regulation and clear their dues. The PTA has also directed the PTCL to immediately terminate all the telecommunication facilities extended to the defaulting licensees till further orders.
