New rules for village, neighborhood councils

Karachi, March 3: The Provincial Transition Wing of Sindh Local Government Department on Saturday notified the rules for conducting the Election of Village and Neighborhood Councils in the province.

The rules have been framed in exercise of the powers conferred by Sindh Local Government Ordinance 2001.

According to notification, the elections shall be held by adult franchise through secret ballot and on the basis of joint electorate. The taluka and town municipal administration shall be responsible for the conduct of elections and shall bear the expenses of election.

The village and neighborhood declared by the taluka and town councils shall constitute multi-member wards for notified membership of the village and neighborhood councils. The latest electoral rolls prepared by the Election Commission of Pakistan on the basis of joint electorate shall be used for the election.The taluka/town nazim shall notify the election programme at least 14 days prior to election specifying the date, time, and place for receipt of registration and scrutiny of the papers of the candidates, the polling day and other information.

The registered voter of a village council or neighborhood council may contest the election. No person shall be required to propose or second the nomination. The candidate whose papers are rejected may file an appeal to the taluka/town nazim and he shall give decision within 24 hours and that will be final.

Every candidate shall be responsible to deposit 1×1 feet wooden ballot boxes having lock and key with the returning officer at least 24 hours before the polling. The names and photographs of candidates shall be affixed on the top of ballot boxes.
