Nadra unveils initiative to ensure early pension disbursement
Karachi: The National Database and Registration Authority (Nadra) says it has worked on a comprehensive mechanism to facilitate pensioners by issuing them with biometrics smart cards so that they could withdraw their pensions from any biometric system used by banks, post offices etc.
The proposed system comprises three main elements — the collection of the pensioners’ data to eliminate duplication and ghost pensioners, the issuance of smart identity cards and the deployment of a pension disbursement system to be utilised by all disbursing partner entities.
In a statement issued on Friday, Chairman Nadra Tariq Malik said: “The key features of the programme include biometric authentication through utilisation of the smart card, automation of the pension disbursement system to provide real-time feedback and mobility options to pensioners to withdraw their pensions from banks, post offices or other allied alternate channels. It has been suggested that more automation options shall be considered in order to draw an amount from any outletnot necessary where the account is.”
He said he had also briefed the president on the pension disbursement and biometric teachers’ attendance initiatives. He said that while analysing the pensioner’s data it was found that 75 percent of the pensioner’s data was not linked with valid and verifiable identity which might result in duplication.
He further informed that all technology components were fully developed by Nadra, and that they had been tested and were ready for deployment. Malik said Nadra was also working on a biometrics teachers’ attendance initiative.
Giving details about the progress on the initiative, he said Nadra had designed a solution which would ensure attendance through biometrics using GPRS-based devices, which would be provided to every school.
However, he said, the president had instructed him to link the attendance data with the payroll data to ensure that only those attending school were paid through the national exchequer.
