Federal Public Service Commission exonerates Pakistan Telecommunication Authority Member

ISLAMABAD: Federal Public Service Commission (FPSC) gave clean chit to Member (Finance) Pakistan Telecommunication Authority (PTA) Syed Nasrul Karim Ghaznavi in an inquiry initiated against him, after he was accused of incurring Rs7.609 billion losses to PTA and the exchequer by extending undue favour to various companies.

The committee served the charge-sheet to the accused officer with the allegations including incurring loss of Rs 5.55 billion due to failure in recovery of revenue from WLL licenses holders, loss of Rs 530.816 million due to non-encashment of Stand by Letter of Credit (SBLC), loss of Rs 80 million due to embezzlement, loss of Rs 628.93 million due to failure in revenue collection from small companies, erroneous deposit of federal consolidated Funds amounting to Rs 820.92 million in USF company account through public account, disruption of official work upon withdrawal of administrative powers in May, 2012 and poor financial management under Member Finance.

After examining the allegations, reply of the accused officer, comments of the PTA and all evidence recorded by the committee, none of the charges have been proved, beyond any shadow of doubt.

According to the inquiry report, a copy of which was made available to Business Recorder, FPSC Chairman, former Justice Rana Bhagwandas constituted a high power committee comprising former police officer Saud Gohar (Chairman), former federal secretary Naguib Ullah Malik (Member) and former federal secretary Moin-ul-Islam Bokhari (Member) on June 18, 2012.

The proceeding were initiated under the government Servants (Efficiency and Discipline) Rules, 1973. PTA nominated Yawar Yasin, Director General and Zulqarnain Bhatti Deputy Director (Legal) to provide the prosecution evidence. However, the accused officer defended his case, on his own and as per the relevant rules.

The prosecution (PTA) produced 6 prosecution witnesses (PW) and the accused officer produced one defence witness (DW). The statements of all the witnesses were recorded in the presence of the accused officer as well as the prosecutors.

Former Prime Minister Yusuf Raza Gilani had suspended the Member (Finance) PTA allegedly for causing losses of Rs7.609 billion to PTA and government of Pakistan by allegedly extending undue favors to various companies. Under the instructions of former Prime Minister, the then Chairman PTA Dr Mohammad Yaseen had submitted a report on the performance of Member (Finance) with the recommendations of suspending Ghaznavi till the completion of inquiry to be conducted by FPSC allegedly for committing gross negligence and misconduct.

Agreeing to the recommendations appearing on the performance report, Prime Minister Secretariat had asked the Cabinet Division and PTA authorities to send the case of Member (Finance) for an inquiry by Chairman FPSC and further that he may be suspended till completion of inquiry so that he may not influence the same. Following which an office order was issued on April 29, 2011 by the Cabinet Division conveying the same orders of Prime Minister Secretariat to PTA which had issued suspension orders of Member (Finance) Syed Nasrul Karim Ghaznavi on the same day ie 29th April.
