Cadre-specific postings of administrators

LAHORE: The Punjab government intends to make cadre-specific appointments of officials as administrators of local councils as soon as amendments to the Local Government Ordinance 2001 are approved by the provincial assembly and the governor.

Besides the District Management Group (DMG), those to be considered for postings include the PCS and Local Council Service, official sources said on Sunday.

The sources said though sure of approval of the amendments to the Local Government Ordinance 2001 by the provincial assembly next week, the provincial government apprehends that it could be delayed by the Governor’s Secretariat.

But, the government plans to appoint the administrators through an executive order, mentioning cadre of the services for the posts after the amendments are okayed by the both quarters (assembly and the governor).

There would be 36 administrators for as many district governments, and 144 for as many tehsils and towns in the province. The town officers (regulations) would be appointed administrators of all union councils in the tehsils.

The sources said DCOs would be appointed administrators of district governments, and district officers (DORs) or deputy district officers (DDORs), mainly handling revenue department, would be appointed administrators of tehsils and towns. Those belonging to the Local Council Service would head tehsils in big cities where the number of towns was more than that of the DDORs or DORs.

They said the field officers would be given additional charge of the posts of administrators so that they could continue to perform the duties attached to their respective posts.

Meanwhile, sources said the provision to establish Local Election Authority had been mentioned in the amendment bill to pre-empt independent announcement of elections by the Election Commission of Pakistan (ECP) before the polls were desired by the provincial government.

The provision had been included on the advice of legal experts in the provincial government who declared that there was no constitutional compulsion of holding the local elections only by the ECP.

They said the opinion was based on the fact that local councils was a provincial subject and all its affairs should be handled by the provinces.
