Uproar mars Hyderabad district council session

HYDERABAD: The district council session was marred by uproar on Saturday following protest by the opposition when it did not get details of re-appropriation of Rs 360 million funds in budget for the financial year 2006-07.

The House, however, in a special session held with its convener Zafar Rajput in the chair, approved the re-appropriation of funds.

Opposition members chanted slogans against the district Nazim and also tore copies of the agenda, continuing their protest throughout the presentation of the EDO finance.

At the start of the session, Yamin Soomro and Mehboob Abro raised points of order, saying they had not been provided with details of re-appropriation of the funds and sought information of schemes where the funds had been utilized or would be utilized.

Other opposition members also protested when the chair, disallowing the points of order, asked the EDO finance to present details for approval to the House. On this, one member, Rashid Khan, asked council members to bring the budget documents with them in which the matter was mentioned in detail.

During the speech of EDO Finance Javed Junejo, opposition members continued shouting Nazim Hatao, Hyderabad Bachao.

The EDO presented the re-appropriation of funds of Rs 213 million in non-development funds and Rs 147 million in development sector. After his presentation, the chair presented it for approval.

The chair, in its ruling, directed officials that rules and procedures should be followed while presenting the district government business and asked them to provide members with details.

The chair said the district council was the supreme body of the district and government officials were bound to answer its queries. He further asked members to follow rules and procedures, and present matters in time to the council so that it could take action against officers delaying business of the house.

Only 10 opposition members opposed the re-appropriation bill. The House also approved the statement of new expenditures of various health and education schemes.
The convener adjourned the session indefinitely.
