Rules for cable TV distribution system released on web-site

ISLAMABAD- Pakistan Telecommunication Authority (PTA) has released rules and code of conduct for establishing terrestrial cable TV distribution system in the country on web-site. These rules shall be called “The Cable Television Operation Rules 2000.”

According to PTA, rules and code of conduct for the above mentioned system was finalised by the Inter-Ministerial committee constituted following the decision of the Federal Cabinet and then sent to the Ministry of Law.

The office of PTA Islamabad has set up a separate section to deal with the matters of cable TV system and issued more than 600 prescribed forms after receiving deposit of Rs 500. The forms were issued to interested companies of the twin cities of Rawalpindi and Islamabad besides NWFP because there is no office to deal it in the province.

Islamabad office is dealing with the companies of NWFP and Karachi office was authorised to deal with the companies of Quetta.

It may be mentioned here that PTA has already extended application date till May 10 to develop and establish terrestrial cable TV distribution service in the country. The invitation of proposals come in pursuance of the Federal cabinet’s decision for regulating the operation of terrestrial cable TV distribution systems.

The federal cabinet in its meeting on January 21, chaired by Chief Executive General Pervez Musharraf, had decided to regulate the cable TV trade and directed the PTA to invite applications from the interested parties. The applications with requisite information and documents may be submitted to the Authority by the said date, along with fee of Rs 500 and evaluation fee of Rs 5000 by depositing it in the PTA Account No 24600-7 at the National Bank, Civic Centre Branch, Islamabad. Offices of directors PTA, Karachi Lahore and Islamabad have been authorised to deal with the cases.

It may be mentioned here that in exercise of the powers, conferred under section 5(2) (0) of the Pakistan Telecommunications (Reorganization) Act, 1996, and rule 3 of the Cable television Operation Rules, 2000, formed under section 57 (1) of the Act, the Authority made the following Regulations.

“Cable Television System” means a system for distribution of radio and television programmes through a set of closed transmission paths, excluding terrestrial wireless transmission, for reception by multiple subscribers comprising, coaxial/fibre-optic cable, trunk amplifiers, line extender amplifiers, return amplifiers, line connectors and subscriber-frops.
