Nadra blocks online birth, death certificate system

LAHORE – National Database and Registration Authority (Nadra) has blocked the online computerised birth and death certificate system of a number of union councils of the city on account of non-payment of outstanding dues of special papers, sources informed TheNation on Tuesday.

Nadra authorities blocked the entire system of 70 union councils of the city, which were not paying all the outstanding dues for the last six months despite serving repeated notices and warnings to the administrators and secretaries of the concerned UCs.

The sources further informed that Nadra authorities have refused to accept the birth and death certificates issued by ‘defaulter’ UCs and are rejecting declaring them ‘fake’ due to which thousands of citizens are worried due to prevailing situation.

They said that hundreds of students failed to submit their admission forms on time in different colleges and in Board of Intermediate and Secondary Education as well due to non-availability of computerised birth certificates, which put their future on stake.

The officials of union councils particularly administrators and secretaries of UCs concerned are in fact responsible for this loss to the masses particularly the students, they added. They further said that the situation added the miseries particularly for those who could not get required results and failed to achieve their goals of getting their National Identity Cards and Passports despite having computerised birth certificates because NADRA authorities refused to verify their documents.

On the other hand, the administrators and secretaries of union councils continued issuing birth and death certificates even on ‘special papers’ of Nadra by charging extra fees for issuance of computerised birth and death certificates. Moreover, these officials were issuing birth certificates in violation of CDGL by-laws and notification issued by Punjab Local Government Department in this regard clearly described the powers of the authorities concerned.

It is to be noted here that Nadra also stopped providing special papers for computerised birth certificates to the Birth and Death Certificate Record Section of Health Department on the same ground of non-payment of outstanding dues.

Later, Nadra authorities declared thousands of birth certificates, issued by the Birth and Death Certificate Record Section, as fake on account of non-availability of record of such birth certificates with the Nadra record, which caused massive nuisance for the citizens.

They have to complete the entire process required for getting new computerised birth certificate from their concerned UCs. They also have to repay government fees for getting their ‘original’ birth certificates.

In this regard, a District Officer (Health) Dr Shabbir admitted that Nadra authorities rejected uncountable ‘fake’ birth certificates, which were issued by the Birth and Death Certificate Record Section.
