LHC Justice Faisal Zaman Recuses from Hearing Petition Against Firewall Installation
Lahore High Court (LHC) Justice Faisal Zaman has recused himself from hearing a petition challenging the installation of web management system and installation of a firewall by the Pakistan Telecommunication Authority (PTA). The case, filed by the Judicial Activism Panel, seeks to halt the implementation of the firewall, which is intended to block access to content deemed harmful by the authorities.
During the September 6 hearing, Justice Zaman stated that he could not preside over the case due to personal reasons and referred the matter to the LHC chief justice for reassignment to another bench. The petitioners argue that the firewall violates fundamental rights, including freedom of expression and access to information. They also claim that it grants excessive control to the government over internet content, which could be used to suppress dissent.
On August 21, PTA Chairman, Major General (Retd) Hafeezur Rehman, said that the government is not installing a new firewall but is upgrading the existing web management system for enhanced cybersecurity.
Separately, the Lahore High Court is hearing a petition filed by Advocate Nadeem Sarwar, challenging nationwide internet disruptions caused during various security operations. In that case, the court has sought a response from the government on the reasons behind the disruptions, highlighting concerns over the impact on citizens’ access to information. The petitioners argue that such actions further restrict digital freedoms in Pakistan.
