Hyderabad nazim presents Rs3,567m budget

HYDERABAD, June 25: District Nazim Kanwar Naveed Jamil on Monday presented Rs3,566.908 million budget with a surplus of Rs3,000 in the council, amid slogans by Awam Dost Panel members demanding his removal and applause by Haq Parast Group members.

The ADP members who attended the session wearing black armbands and strips stuck across their mouths before they boycotted the budget session forced the nazim to rush through his written speech.

Out of total outlay of Rs3,566.908 million, the expected receipts under the head of salary were estimated at Rs2,220.464 million and Rs288.935 million under non-salary budgetary estimates, the nazim said.

The Sindh government had provided a single line budget of Rs3,064.971 million to the district government, which was also expected to get Rs80.384 million as its share in zila tax.

Under the Annual Development Programme (capital and revenue), the district had earmarked Rs499 million including Rs20 million for public sector schemes.

The district government was expected to receive Rs12.538 million under the National Programme for Improvement of Watercourses, Rs1.45 million under the Sindh Development Social Services Programme (SDSSP), Rs18.505 million under the Education Sector Reforms Assistance and Rs100 million under Sindh Education Reform Programme.

The district had set aside Rs155.600 million for new expenditures, out of which Rs175 million had been allocated for district nazim secretariat, Rs7.5 million for the purchase of transport, garbage lifting and fire tender for Hyderabad (rural), Rs500 million for DCO office including an expenditure of Rs4 million for the purchase of vehicles for different groups of offices and Rs30 million for the establishment of District Disaster Management Authority as per directive of Sindh Local Government Department.

New expenditures pertained to EDOs of finance and planning, health, community development, revenue, district officer (building), district officer secondary, higher secondary, etc. The Citizen Community Boards (CCB) schemes would get Rs28.336 million as against 2006-07 estimates of Rs29.985 million and revised estimates of Rs649,000.

The break-up of ADP 2007-08 shows that an Rs112.488 million would be utilised on road sector on 56 new schemes, Rs184.037 million would be spent on 48 new schemes of education sector, Rs88.648 million for 15 new schemes of health sector and Rs30.450 million for one new scheme of CCB. The budget showed expenditure of Rs357.200 million against 89 old schemes in the same sectors. Mr Jamil informed that Rs2.105 billion had been earmarked for education sector with an enhancement of Rs650 million this year, followed by Rs507 million for health with a raise of Rs123 million as compared to last year’s.

He said that Rs60 million, Rs5 million, Rs10 million had been allocated for the purchase of medicines, equipment and improvement of buildings, respectively.

The district government would open diabetic centres at taluka level besides launching anti-hepatitis campaign, improving maternity healthcare and installing filter plants in government hospitals.

He said that the district was spending Rs250 million on these works with an additional allocation of Rs100 million as compared to last year’s. The district had allocated Rs6 million and Rs2 million, respectively, for the improvement of computer and science laboratories and spend Rs190 million on the improvement of infrastructure in government schools.

The district would spend Rs7 million on streetlights, transformers, high mast towers in rural areas and Rs1 million on provision of gas in villages, he said.

He said that in case Niaz Stadium was not handed over to Pakistan Cricket Board then Rs20 million would be spent on its refurbishment while Rs2 million would be spent on the preservation of 88 historical sites in the district.

The nazim said that the budgetary allocations included expenditure for NGOs, government departments, social welfare and senior citizen welfare centres, Hyderabad festival 2008, flower exhibition and training programme for district council members.

Convenor Zafar Ali Rajput referred the budgetary allocations to the council’s finance committee, which would submit it to the council along with recommendations on June 27.

Earlier, the council offered fateha for the people who died in Karachi during Saturday’s heavy rains and wind storm.
