Govt angers IHC on Pemra chief issue

ISLAMABAD: The Islamabad High Court (IHC) Monday expressed its anger at the federal government’s failure to implement its orders for the reinstatement of Chairman Pemra Chaudhry Rashid Ahmed.

Justice Riaz Ahmad Khan expressed his anger at the non-implementation of court orders by the Establishment Division and Ministry of Information and Broadcasting after the court restored Chaudhry Rashid Ahmad on December 16.

Secretary Establishment Division and secretary information along with the acting Pemra Chairman Rao Tehsin Ali Khan appeared before the court in response to Chaudhry Rashid Ahmed’s contempt petition.

In his petition, Chaudhry Rashid alleged that Rao Tehsin in connivance with secretary information and secretary Establishment Division was hindering the implementation of the court’s restraining orders which had temporarily reinstated him.

Chaudhry Rashid said when he proceeded to the Pemra Headquarters in Islamabad on December 17 he started receiving threats from some miscreants. He charged that Rao Tehsin had instigated Pemra employees to block his entry into the office.

Chaudhry Rashid was appointed as Chairman Pemra on January 26, 2013 by the then PPP government. The federal government terminated his contract on December 15 and appointed Executive Member Tehsin Ali Khan as the acting chairman.

After preliminary hearing, the court suspended the termination orders of Chaudhry Rashid Ahmad on December 16 and issued notices to the respondents — secretary information and broadcasting, secretary Establishment Division, Pemra and the Acting Chairman Pemra Tehsin Ali Khan.

The federal government told the court that it had filed an appeal against the court’s restraining orders. Justice Khan observed that since the court had not vacated the stay order, the government was prima facie making a mockery of the court orders.

“You have to implement the court orders, but by not implementing it you have made the court order a joke,” he remarked. The IHC bench directed respondents to appear once again today (Tuesday).
