PTA issues RFP to hire consultants for 3G auction

ISLAMABAD: Pakistan Telecommunication Authority (PTA) has issued Request for Proposal (RFP) to hire consultancy services for much-awaited auction of next-generation telecom licences (3G). The authority has sought to engage services of internationally reputed consultant for the purpose, who would assist on all steps necessary in making conduct of auction a success in terms of marketing valuation and process design in order to provide maximum value to the client.

The PTA said the consultant should have mobile cellular licence/spectrum auctions along with relevant financial economic, technical, legal and regulatory experience while it should also have expertise of spectrum valuation, spectrum auction design and process management for 3G and advanced technologies services and concluding transactions of similar nature. The consultant should have globally conducted several successful spectrum auctions as well.

The responsibilities of the consultant include conduct technical, commercial and legal due diligence related to the proposed transaction and assignment including all relevant documents processes and all other matters ancillary thereto, identify the number and size of blocks to be auctioned considering the market situation.

The consultant would recommend the most appropriate auction methodology and plan, recommend the reserve price for each block, manage the auction process, recommend the license template, physical presence on auction day and preferably for the whole duration of the assignment and as soon as the contract is signed. The authority has asked the interested consultant, companies, consortia, groups and firms to submit proposals as per parameters laid down in RFP before 12:30pm on November 12.
