Pakistan Telecommunication Company Limited (PTCL) all set to provide licences to cable TV operators

ISLAMABAD- The Pakistan Telecommunication Company Limited (PTCL) has acquired a Class B-8 licence on countrywide basis for provisioning of cable TV services and intends to launch cable TV services.

PTCL is looking for experienced, financially sound, well-reputed and qualified consultants in the field of cable TV with emphasis on convergence of present telecom and future multimedia services.

The scope of work for consultants will comprise work packages, including market analysis/collection of related data, product and services definition; CATV network planning services convergence, preparation of technical specification, recommendation of technologies, business plan and implementation of road map.

The job will also include customer care and billing system, network management system, organisational set up, content provisioning, packaging and management strategy.

PTCL has said that interested parties may obtain detailed documents (RFP) and information required from the deputy chief engineer (PSP-II) of PTCL against payment of non-refundable amount of Rs 5,000 through pay order in favour of PTCL.

Proposals must be submitted along with a bid security in an amount of four per cent of the bid value in the form of an irrevocable bank guarantee from a scheduled bank in Pakistan. Proposals without bid security will not be accepted.

The interested parties are required to submit detailed proposals to PTCL in the office of the deputy chief engineer PSP-II on October 3 before 11 am. Proposals received after the given time will not be entertained. Interested parties are liable to ensure their proposals reach designated office of PTCL by the due data and time. PTCL will not be responsible for non-receipt of proposals. Proposals sent through fax/telex or e-mail will not accepted.

PTCL, says it reserves the fight to accept or reject any offer and to annul the bidding process and reject all proposals without assigning any reason or having to owe any explanation whatsoever.

PTCL will not incur any liability to the affected bidder or bidders or any obligation to inform the affected bidder or bidders. The decision of PTCL shall be final and cannot be challenged on any ground at any forum.
