JI announces 13-point ToRs on Panama Leaks

LAHORE: Jamaat-e-Islami Ameer Senator Sirajul Haq has announced 13-point ToRs framed by the JI Central Shoora during its 3-day meeting which concluded at Mansoorah on Thursday evening.

Addressing a press conference at Mansoorah on Friday, Siraj said only an autonomous and all-powerful commission headed by the CJP was acceptable to the nation. The commission must be announced immediately and it should begin work within a fortnight by inquiring of all those named in the Panama Leaks the sources of their earning. Investigations should begin with the prime minister and his family members and the judicial commission should confine its probe to the Panama Leaks for the time being. He said the ToRs sent to the chief justice by the prime minister were a Pandora’s Box and would lead to nothing.

The salient points of JI’s ToRs are: The inquiry commission should look into the assets of 200 people and their sources of income. It may also seek the assistance of the FBR and other institutions concerned.

It should ascertain if these people had fully paid taxes on their earnings. It should ascertain from the State Bank of Pakistan, commercial banks, other financial institutions, foreign banks working in the country, security exchange and other institutions whether money had been transferred from Pakistan in a lawful manner and that the law of the land had not been violated.

All national investigating authorities should be answerable to the commission and should be bound to cooperate with the commission and there must not be any official pressure on them.

The commission should have the authority to arrange general and forensic audit of all relevant documents by local as well as foreign experts. The commission should complete its inquiry within two months and find out those who have been guilty of unlawful earnings, minting money, transferring wealth abroad, doing illegal business and tax evasion. The commission should have the authority to debar the guilty from holding any public office for life and confiscate their assets. It should have the powers to take action against those who try to obstruct the working of the commission and remove them from their posts. The commission should have cooperation from international institutions, UNCACO, MLR and Foreign Office.

Siraj appealed to the CJP to investigate the Panama Leaks considering it a national duty so that the plundered public money could be recovered.

Meanwhile, the JI Shoora has called upon the government to convene a national conference to formulate an effective policy for the liberation of Kashmir in consultation with Kashmiri leadership. The Shoora welcomed the comprehensive resolution moved at the recent OIC summit in Turkey and demanded OIC to dispatch at the earliest a fact-finding mission to take notice of HR violations in the valley.
