ISLAMABAD: Consultants hired for the auction of 3G/4G licences have completed an assessment of the market and held a series of meetings with various stakeholders – contributing to the development of the Information Memorandum (IM), which is to be submitted to the government.

According to PTA’s announcement made here on Wednesday, IM is a key document being prepared for the prospective bidders of the spectrum. “It would reflect upon the available spectrum to be auctioned, number of licenses, base/reserve price and method for the auction,” said the announcement.

On December 19, 2013 Pakistan Telecommunication Authority (PTA) signed a formal contract with Value Partners Management Consulting Limited (VPMCL) for the provision of consultancy services for the auction of spectrum for next generation mobile services. After the completion of evaluation process for the selection of consultant of international repute, VPMCL was declared successful as consultant for the auction of next generation mobile services in Pakistan.

PTA has completed this important milestone in an open and transparent manner in line with the policy directive of the Ministry of IT and Telecom and rules of the Pakistan Procurement Regulatory Authority (PPRA). Value Partners is a global management consulting firm active worldwide. It has nine offices across 3 continents with consultants from 23 countries. It has a vast experience of spectrum auctions around the world. The firm has provided advisory on spectrum biddings in the UK, Italy, Ireland, Belgium, Denmark, Greece, Hong Kong, Malaysia, Thailand, Kuwait and Bangladesh.
