Freedom of information

Here, in Pakistan, we have the Freedom of Information Act under which all public departments are supposed to publish information relevant to their departments. Article 19-A of the 18th constitutional amendment gives every citizen of Pakistan the right to access information from public departments.
However, I do not think even a single person from the public sphere has ever tried to use this important legislation, which was made to create transparency and accountability. The government has never really enforced this law either by ordering its departments to comply with the law. Why not?
